Smartsolar MPPT 150/35 will not charge because it always gives error 33.
I have 2s2p config of 4 Panasonic HIT panels.
Voc is 133V. This is a lot less then the max. 150V

When cold, the actual voltage can be higher than VOC from PV panel specifications.
Did you actually measured it and it was 133V or it's the value from PV panel specifications (for the string of panels)?
It is the measured value in the App.
Maybe there are short duration voltage spikes up to 150V.
Try to monitor it for a while, using the "Trends" tab (and select "Solar Voltage").
Would not hurt to also actually measure the voltage at MPPT's PV terminals, with a multimeter.
The problem is continuously and i see no spikes.
If it is not possible to change the setting then i believe it is a wrong factory setting or a bug.

I am experiencing the same thing with both of my 150/35 bluesolar controllers. They both came from Amazon, 2 different arrays, a Canadian solar 2S2P:

Neither of these should be able to get to 150v, while I was looking at the logs on VRM I saw these random spikes, where exactly could they be coming from? even still they are lower than 150V
Spikes like this can often be associated with the mppt tracking. It's a bit of a coincidence that vrm picks it up, but on VictronConnect Trends, the per-second logging will usually show this clearly, with multiple scans over a few seconds. Every 10 minutes, if the mppt is under target V.
Also temperature. The panels are rated at 25°C, so colder they produce more.
The spikes could be higher that the graph due to averaging between the reporting points.
Hope the others have better ideas, but check the wiring carefully for loose/poor connections, and possible shorts from another source. Are the panels properly grounded, could they be getting external voltage input?
