I have 4 x 250watt panels 38v open cct and 8.8 amp short cct current as labelled on back of panels.
If I hook up the panels in parallel (volts should remain at 38v) and current should be 4 X 8.8 = 35.2 amps.
Is this correct, can I use this setup with a 100/50 Victron smart controller?

Better make two strings of two PV panels in series and then put those 2 strings in parallel.
What is the battery voltage (nominal voltage)?
If 12V, you will not use the maximum possible power that your 4 panels can produce (in summer).
The system is 12v with 2 x 110 ah deep cycle agm batteries in parallel with a 400w 12,- 240v inverter and powers a bush shack in outback far north Queensland Australia so ample sun is not a problem.
My main concern is if I would damage the 150/50 regulator with this setup.

Two of your panels in series have 2x38V=76V (VOC).
Plenty of safety margin for that 100/50 solar charger (that 100 means maximum 100V from panel array).

What system voltage do you have?
The 100/50 can charge you battery with up to 50A.
-> at 12V around 700W
-> at 24V around 1400W
-> at 48V around 2800W <- the Voc of your panels in parallel is to low for that, you need to wire at least 2 in series.
So with a 12V system and good weather you maybe cannot use all the available power.
