Quatro 48/5000 has a fault loop Impedance of 4.9 ohms but should be < 1 ohm. Can this be adjusted / tested

That's the resistant of the transformer and you can't change that.
That's the reason why you always have to install a RCD at the output.
The inverter can't deliver enough current to trip a normal breaker.
In case of a short circuit between L and N the inverter will shut down due to overload.
