That 2000W is just a typical maximum that you might see (with enough panel) with the mppt at full charge V. Victron charge target default is usually 57.6V. So 35A of that is a touch over 2000W. Then it's rounded because it's just a rough guide anyway.
The issue you have is that you don't have enough panel to reach that 57.6 Vmp.
You can limit the output if the battery you have specs a maximum charge amperage.
You should check if the modul-voltage at maximum power point (Vmp) is high enough to charge the battery. If the weather is cloudy the voltage is even lower than Vmp.
The Victron MPPT needs about 5V above Vbatt to start charging.
If your battery has 16 cells it will be difficult.
