How do I tell it to return to Bulk/Absorption charge if it is on Float?

How to select Float Charge
Its automatic, your charger will do this itself. A charger typically goes thru the cycles - Bulk / Absorp / Float
You simply set the voltage for absorption and float (as in 14.4 for absorption and 13.8 for float for a 12V battery :-) )
