I am considering replacing a lot of UPS with Victron units. But one of the requirements is the unit must be mountable in a 19 inch equipment rack. Are any Victron inverter/chargers units that form factor?

As of the time of this post, there is not specific 19” format models. However the R&D team is aware of the the demand and I expect they will arrive.

Victron inverter/chargers can function as off-line UPS but lack an important UPS feature: automatic voltage regulation. AVR steps up the voltage going to the loads when incoming AC is lower than a set threshold and steps it down for high incoming AC voltage.
It might be possible to set the incoming AC range small enough to reject the AC input with low/high line voltage but then you would be running off batteries until the voltage came back into range.
Separate chargers and inverters could be combined to form an on-line UPS. Set up this way, the charger and inverter would always be running, which is precisely what happens inside an on-line UPS.
Although the equipment is not natively 19" format, a couple of us have got creative to mount the equipment in a 19" rack:

One extra note, all sensitive equipment, such as servers, storage device and other IT equipment, will require an online UPS. Which a Victron is certainly not.
