If that is damaged there is probably something else damaged. Any reason why you are not using a repair service?

I am interested in fixing this problem myself. Besides, the warranty has long expired.

It's probably a FSEZ1317. You notice it has 7 pins.

How many pins did it have originally?

There was once an April Fool advertisment for Sprague ICs which showed a graph of Remaining # of pins vs applied Vcc.

Also a spoof ad for their capacitors claiming they had invented a new dielectric with negative permittivity, this would give RC circuits with negative time constants and so negative delay. Hence could be used in applications to predict the future(!).

FSEZ1317 is a 7 pin device (pin 6 is omitted).

The PCB only has 7 holes for this device footprint.
