Bare copper would heat up when it oxidizes the tinned coating would have a higher contact resistance. What would be safer? should i just use zinc-it galvanizing paint? it's for my MPPT 250/100 - Tr terminals

Tinned copper is best in a marine environment. Terminals crimped on bare copper and covered with a thick layer of grease have also proven to be effective and cost-effective against oxidation.
I definitively would not put anything between the wires and the terminals ; metal to metal connection has the lowest resistance.
