What does the Bulk light indicate in ess mode?

I've just started my new system in ess mode and I have the green mains light on static, the inverting light blinking, and the yellow bulk light on static, what does the bulk light mean? Also why foes the inverting light blink instead of being static?

Do you have a GX?

Usually the inverter light blinking means power assisting. Normal in an ESS system.

Bulk and mains on could be connected to mains, system in bulk charging. So you are not at target voltage yet for absorption.

But while the bulk light is on, the batteries are not charging, and the grid meter is standing still.

Yes I do have a cerbo gx.

Being in bulk, doesn't mean it will charge, especially if you have the min SOC in case of grid failure lower than the percentage you are at. (There are a few other settings that affect whether it charges from grid.)

Bulk just is the battery state in your case at less then the rebulk offset voltage.

If you set it to keep batteries charged it will charge in bulk.
