The mk3 must be connected to the VEBUS, not the LAN port. (it is not clear from your post that you are on the right port)
Also, you will never see it in the remote console, a GX and Mk3 can't be used concurrently.
It may be worth watching the training video on the subject.
There were drivers needed for earlier versions of Windows. I had to do this to get it working under Win 10. Not sure if they stayed active with Win 11, can check tomorrow, but I think it still works. Might be worth trying this.

Just edit a dummy file and push it via remote vecofig on vrm. No mk3 required.
Could be a faulty unit.
