It is a common safety precaution for electrical equipment that can generate heat and sparks to not be mounted to flammable surfaces.

Does it get really hot?

@mdbrown, since the heatsink is on the bottom of the MPPT, it can get warm under normal operating conditions and, under other conditions -particularly when incorrectly installed with loose/improper wiring- can get more warm... but I've never felt one get especially hot per se.

The admonishment to mount to a non-flammable surface is -as noted above- mostly a standard precaution with any electrical components, but also serves to help prevent people from mounting these onto plastic or foam or carpeting or other entirely unsuitable mounting surfaces. The list of unsuitable surfaces being potentially quite long, the phrasing "non-flammable surface" broadly rules out the vast majority of them.
