My fronius primo is not producing power when the grid is not available while it is connected on the AC 1 Out of the victron multi but it stays ON. How to fix this?

Can you describe your system (do you have a diagram of the system?) and what exactly happens?
is it the 'Joanne Foltz's' site?
I have installed ESS assistant but So far the ''zero feed in active'' is still NO and it still feeds to the grid which is not allowed.

your fronius firmware is ok.
Can you please first double check the Fronius settings?
I've asked an expert and this was his answer:
The two reasons why it might not work are...
1. In the DNO editor on the Fronius, the limiting option is incorrectly set. See 4.3.11 here: https://www.victronenergy.com/live/ess:design-installation-manual
2. The inverter wasn't properly commissioned. Out of the box it only does solarapi (an http/json based thing), and not sunspec. You need sunspec for the limiting to work.
If this is set correctly, then please enable 'remote support' to enable a technician to look into it deeper.
