Blue smart ip65 - cerbo gx

Evening,

Just a really quick question, can the charger 8n the subject be monitored by the cerbo gx over bluetooth and visible in the vrm portal?

No, chargers don't connect to the CerboGX over Bluetooth.
The Bluetooth of the CerboGX is used for initial network configuration and some small environmental sensors.
