If there is no certificate listed for that device then I would say that it either does not conform or it has not been submitted for verification.
Perhaps it is known that the older devices would not comply to G99 so submitting them for testing would be a waste of resources.
There are several other parameters to which the older devices may not comply. One that springs to mind is that the older devices only have a single relay for disconnection, so they may have conformed to G59 but G99 requires a double relay disconnection (two separate relay contacts in series) for additional disconnection assurance.
