Why would my system not be going into float mode?
With a complete lack of any information, this is almost impossible to answer.
It is similar to asking "How long is a piece of string?"
Please could you provide some information, battery capacity and Voltage.
What charger are you using? Solar MPPT, mains, DC-DC alternator or generator?
I said almost impossible to answer: The only conclusion that can be drawn from what your are asking is that there is not enough charge power to fill the battery,
