I cannot comment directly on how the the Victron super pack is done, but for most batteries with this restriction has to do with the bms.
Has a lot to do with current sharing, cell balancing and charging and what happens if one bms shuts down because of issues. If they are not designed for series connect one battery can kill the other bms rendering both dead.
It is best practice for cell balancing to have one bms controlling all the cells. So if you need 24v then buy a 24v lifepo4.
Trying to think of a simpler explanation. So here goes..
A 12v battery bms needs to accept and handle a certain voltage range and reject the rest as potentially damaging to prevent overcharge.
As an oversimplification 24v will fall out of its range. So it would be programmed to shut off.
Lithiums that can be series connected would be set up to allow the 24 or 48 volts charge yet somehow keep itself within its own 10v to 14 range.
Then you have the added complications of protecting it from people making mistakes when connecting them together and not being liable for injury and property damage. Lithiums have huge energy density, pretty dangerous little bombs.
