Prior to instalation Inverter tested at 230v. Installed and output reduced to 112v. Removed and tested again. Inverter producing 112v only. 12v battery fully charged. Any clues as to what has happened?

Earth is connected AND valid (actually connected into the ground)?
Ground relay is ON?
At which points do you measure?
By default the AC output of the inverter is isolated from the DC input.
That causes that you measure something around 115V between N and PE or L and PE. But you should measure 230V between L and N.
