Can BVM 712 Smart Shut Off All Battery Power?

I have a 712 smart, ACR 7611 and Zamp 30Amp Controller, with 330 w solar panels. When I turn on two vent fans on high in about 3 mins all DC power is lost...BVM shows SOC 99.8 and 12.6v when system shuts down.

Can the 712 shut off all DC power?
