Have (2) 110 watt panels. Direct from solar panels (parallel) measured 20v / 1.6amps. Connected to MPPT. Per the MPPT, amps jumped to ~4.0 amps and declined to 0.9 amps. (please look at attachment). Connections are clean, fuses good. no error lights showing. Thoughts????

The batteries are probably nearly fully charged, and don't require much current to hold batteries at float voltage.
