When grid is off the multi is putting out 52.7 hz which reduces fronius output. Mean time the dc mppt and battery are suppling load.

Without knowing more about your system this may be the explanation. DC charging is more efficient so the Victron will favor the dc mppt. It is also producing enough to cover loads and battery charging, so at that instance there was no need to use the AC pv which is why it is doing nothing
