Victron MultiPlus C 12/2000/80-30 AC input is 230 V display shows 105 / 168 volt, inverter does not start up.

When AC is disconnected the display reads a input of 15 V....? When AC connected display reads between 105 / 168 Volt

All disconnect and startup scenarios have been executed.

Where is the location of the 30 Amp Fuse between Shore and Victron (thermal circuit breaker)
