75/15 Showing voltage but no watts or amps

Two 75/15. One showing no charge and the other 1W with panels in full sunlight. Working yesterday. House bank at 12.9V. Fuses check OK. Controller says it’s in Bulk. ??

Are there any other charge devices connected to this system? Those battery MAX/MIN voltages for the last two days sure look wonky. (16.4V/8.1V) If they are accurate, your batteries are in trouble...
