With a 24V battery in between yes. The mppt needs something to deliver into. Otherwise it gets confused. The dumping of the mppt is fluctuating, the draining of the orion is steady and likely too much on average. So microcycling will wear these batteries. If you insist on such an odd setup I would go Orion isolated with remote port and that connected to load on mppt. 28.8 on, 27.6V off. Absorption and float voltage set to 28.8 so it will keep staying in bulk. There is better ways to do that though. Orions dont have several charge states either.
More solar volts, 48V mppt, there is also a green step up mppt on ebay. Does what you want but is not overly good at that.
