Our BMV is wired into our 2 leisure batteries and gives a voltage reading of 11.62V. However, when using a voltmeter, the batteries both have a voltage of 14V. Why is there such a large discrepancy?

A few things to check,
Check the fuse for the bmv, should be 1a.
Check the voltage from the battery negative and battery positive at the shunt.
Check your multimeter against another multimeter.
