Testing the terminal connectors shows ac side ok, but a connection btween + plate and - plate where 12 volt batteries should connect of approx 2 ohms? Should this be here and will it be ok to hook it up and turn on?

There is a large bank of capacitors at the front end of these devices. A regular Ohm meter will show a short circuit or close to a short circuit when the capacitor bank is empty.
If you leave the Ohm meter connected for a while, the impedance (resistance) should increase over a few minutes as the Ohm meter it's self charges the capacitors up.
It's quite normal to see a big spark when initially connecting up the battery to the MultiPlus. If you don't like sparks, then precharge that capacitor bank through a high power ~10Ω resistor.
