MultiPlus-II 2x 120V won't charge.

I have a

MultiPlus-II 2x 120V that I put in last April and has worked flawlessly. I have solar but at eh moment I am shaded. I have charged with the generator but right now I am plugged into a 15 receptacle. The bulk charge comes on for about 5 seconds and clicks off. it will do that several times and then it stops altogether. Does anyone know what could be happening?

Do you have a GX device? Is power being passed through from the AC input?
