NMEA Out Instance changes not being reflected on NMEA network

I have added 2 Mopeka TD200 Bluetooth fuel tank sensors to my system which already had 3 Tank 140 Analog inputs - Fresh, Master Black Water and Guest Black Water and one Mopeka Bluetooth propane tank sensor. So, the device instances were already set at 1, 2, 3, and 4. The new fuel tank sensors got added as device instances 5 and 6. I also have 2 CX52 NMEA2000 fuel gauges which require the Port Fuel to be device instance 0 and Stbd Fuel to be instance 1 - both of type Fuel - in order to work.

So, I changed the device instances to be 0 and 1 in the NMEA Out screen for the new Fuel tank sensors and renumbered the other tanks appropriately so as not to conflict (although they probably wouldn't because they were of a different tank contents type).

The problem is that, even though the instances on my Cerbo GX clearly show the new fuel tank sensors to be 0 and 1 now, they are not changing on the Garmin NMEA 2000 network. This isn't just a Garmin thing, because the CX52 Analog fuel gauges are not reading them either. I know the CX52 gauges work, because I assigned my Master Black water tank (which has the device instance 0) to be of type Fuel and immediately the CX52 gauge registered the Master Black water tank contents.

I went one step further. In the I/O menu, I disabled all the tank inputs. Then on the Devices list told it to remove all disconnected devices. Then, I added them back in the order I wanted them to be in, first the 2 fuel tanks (hoping they'd be assigned instance 0 and 1), followed by the other tanks. But it seems the Cerbo just remembered everything about all the tanks from before. It remembered all the sensor min and max settings, names etc, so they weren't 'truly' deleted.

So my question is

a) why is changing the Device Instance on the NMEA Out screen not actually changing what's on the NMEA network? It seems that is the whole purpose of specifying device instances on NMEA Out. Is there something else that must be done? (I tried a reboot of the Cerbo).

b) how do you actually DELETE a device from the Cerbo's memory?

I would attached all my pictures showing the various relevant screens, however I couldn't insert them because of the current bug in doing so in the forum! Ugh. Every which way I turn I'm being blindsided. And I can't log into the new forum that is mentioned either.
