Phoenix 12/250 overload with 32W compressor

I have a Phoenix 12/250 inverter connected to an Orion-Tr 24/12-17 converter, which is connected directly to a Victron Blue Solar Series 4A NH-421 panel. When I connect the compressor it starts up for a couple of seconds, stops, starts up again and then stops, with the overload light coming on. I tried to use a soft starter to prevent inrush current, and the compressor would run for about 30 seconds before it overloads again. The compressor is a 32W Hailea ACO 318 Aquaforte. Would getting the Phoenix 12/500 solve the issue? I have two smaller pumps (8.5W and 3.5W) that runs perfectly together on the 12/250.

How big are your batteries?

Since you use the Orion-Tr 24/12-17 I assume you have a 24V Battery

No batteries. The converter is connected directly to the panel

Lack of battery is probably the problem.
