DC to DC starter battery charging

Hi. Would the Orion DC to DC charger charge the starter battery when the leisure battery was full (from solar)?

Leads onto the next question:- would the DC to DC charger flatten the starter battery if the engine wasn’t ran for a while. (How much load is it if it would)
