MPPT does not charge, remains in bulk

MPPT 75/15 does not charge, remains in bulk, solar voltage is 22 volts, MPPT indicates 15 volts, what could be the cause of this.

Firmware is 1.64

Is this a measured with a meter solar voltage?

Measured VOC or under load?

I tested it with another solar panel and it worked fine, so I need to replace the panel
