Cannot upload mpeg video, says its to large

I'm using the video link, says limit is 190 mb, video is 108mb, but I get an error that file is too large? it is a mp4 file

here are the file stats

victrn20240513.mp4

MPEG-4 video (video/mp4)

108.1 MB (108,099,683 bytes)

Another problem is if I try to insert a link from google drive, it says its invalid.
