My Orion non-isolated dc-dc charger, changes the input voltage from 12volts plus, to under 3 volts then switches off
If the input voltage to the Orion is dropping like this, the supply can't keep up with demand. Could be connections etc. But sounds as if you have a tired battery as input to the Orion.
