How to make a new not in the list assistant

I would like add a special constructed programable relay assistant based on

General flag

Turn on or off

Select a time of day option number of xx hrs select turn off or on based

What would be the code in the assistant to do this.

Or where can I find instructions of how to do this.

I don’t believe custom assistants are open to third parties.
