I'm installing an IP22 (30A) charger and connecting to two 110Ah leisure batteries connected in parallel. Should the negative coming from the charger run to the van chassis earth point, or to the battery negative?

Do you have, or do you plan to have a battery monitor in your system?
It's important because the shunt for the battery monitor normally connects between the battery negative and the grounding common point in order for it measure all current going to and from the battery.
In that case, it would be important to connect the negative from the charger to the grounding point for its current to be counted through the shunt.
