At least on my SmartSolar 75/15 SCC the charge current limitation is IMHO wrong:
If you set it to e.g. 1A and have a load current of 500mA, you get only 500mA to the battery.

If there's a load, it will take away from the total charge current since that portion of the charge current is going to power the load. Unless I'm misunderstanding your question, this is just fundamental physics, not a bug.
...or, to put it another way, 1 - .5 = .5
