On the "battery empty" signal what does the charger do? Does it always start on bulk? Or does it start on float if Vbatt>(Vfloat-5.2) ?

Two signal BMS behaviour on “battery empty”
It should obey normal charger start rules. If battery voltage is high enough, it should start in float, or transition to float quickly. You might need to check minimum absorption time setting if behaviour is otherwise.
