Completed a Victron installation ESS setup with AC coupled pv inverter SMA on the output of the inverter. How do I test if Frequency Shift is working. When does frequency shift start? At what state of Charge? Blue Nova Lithium Ion Battery installed.

Unfortunately the system won’t be able to frequency shift when connected to the grid. The only option when running ESS is to use a fronius inverter, using the zero feed in function
See the ESS manual for more info: https://www.victronenergy.com/live/ess:design-installation-manual#fronius_zero_feed-in
Frequency shifting only occurs in island mode when not connected to grid and the PV power can not be fed into batteries or used. So to test this condition simply disconnect your setup from grid while SoC is around 95% and your PV production is high.
If your setup is fine it should limit your output in steps down to around 48% (if in EU) and after that shutdown your PV inverter with >51,5Hz - switching to inverter mode consuming power from your battery until it can use more than 48% of the currently producible PV power, either for recharging or direct loads. If shifting is not working not working correctly your setup will shutdown for reasons like too high battery voltage or something...
