@Alexandra thanks and yes all those things done and all good, but no change.
So my new dongle arrived from Amazon today and guess what it works right out of the box.
Also, now that there is a 2nd entry in the Device List of VictronConnect...when I select "Forget Device" it actually did something (more than previously).
There is an update for the new dongle which I did not do.
I plugged the original dongle back in and get the same behavior = can't connect
My original dongle shows to reset the PIN, but I never get the option to input a "new" pairing code.
I also was able to see in iOS Bluetooth it shows as not connected.
Even so, choosing to "forget" this resolved my issue.
That seems to be the fix, forget in Bluetooth in iOS, then launch app, input PIN and boom...there you go.
So, for the record Ver 5.91 "may" have broken my working setup = but I was able to reset things and make it all work again.
