Can the Cerbo GX monitor the Bluetooth BMS connection for non Victron lifepo4 batteries? Not adjust any parameters, only monitor and make the details available on VRM. If not, why not?

The simple answer is no. I very much doubt it ever will.
Normally if a BMS has bluetooth, then it will also have a serial port for data.
Serial batteries can be supported. Many already are through my driver or a few stand alone drivers. So it will depend on which BMS your battery use.
