A new? MPPT 100|20-48 arrived with apparent signs of previous use, and has a distinctive burnt electronics odor. Removing 4 screws (one was already half-way out) does not free the blue cover. What is further required to remove the cover?

There are no user serviceable parts inside the mppt, it is not meant to be dismantled.
If you think that the unit is not new, contact your vendor.
first: If it is "new" it should be fault free - if not replace under warranty.
The cover can only be removed by destroying it. there is a large block of soft resin gluing most of the components into the cover.
