Yes I think the Sunny Boy will have to include frequency shift in the spec because they were designed for the German market and in 2012 the German grid code required it.
I have Steca inverters (also German) manufactured in 2011 and it is part of their spec too. Upper limit for normal operation is 53 Hz and I have the 3 frequency settings in VE Configure set to 53.1, 53.2 and 53.3 Hz (they have to be different). In loss-of-grid/island mode the shutdown on over-frequency works correctly to prevent excess PV generation.
My mistake, the settings in my ESS Assistant are 51.1, 51.2, 51.3 Hz, not as originally stated above.
