MPPT is showing Bulk Charge but no charge showing on the Cerbo.
PV state is currently "OFF" but I am unable to change this.
There is also a ticking sound, similar to a clock ticking, coming from BMS.
Any ideas on how to fix this?

Looks like the batteries are at 100% SOC; presumably this would stop charging.
Your battery is full. Probably.the voltage hasn't dropped enough to let the PV start. Please post a screen shot of the MPPT settings and the MPPT display from Vuctron connect.
As indicated by the Color Control. Your battery is 100%.
Turn on a large load while you have sun on the panels and you will see the charger turn on.
That clicking sound is most probably the alarm relay (programmable relay) of your Lynx Smart BMS with pre-alarm enabled and set to intermittent.
Looking at your Lynx Distributor's red LEDs it seems like something is wrong either with the fuses (check the Cerbo GX for alarm notifications) or a communication problem with the RJ11 connection between Distributor and Lynx Smart BMS (check the Cerbo GX for alarm notifications).
The Lynx Smart BMS does not allow the MPPT (via DVCC) to charge because of an ongoing alarm. So you need to resolve that first.
And on another note: your battery cable to the Lynx Smart BMS does not contain a fuse. You really should fuse the cable. The contactor in the BMS is not a sufficient safeguard!
