Blue Smart IP22 Charger 12V/30A - Why wont this charger go over 16A?

I just bought a Blue Smart IP22 Charger 12V/30A


When charging a large bank 600ah that it less than half full most this charger outputs is 16A
I have it set to 30A in the settings
What's going on?
Manual is useless

14.2 is a pretty high voltage for a half full battery...

Either your battery is not as low as you think or you are charging with too thin or too long cables, causing too much resistance. Consequently the voltage seen by the charges rises, making it switch to absorption too soon...

30A is maximum, it is normal (and desirable) in absortion for the current to slowly reduce.

Current is battery limited, assuming no high resistance issues in the wiring. Are these lithium or lead batteries?
