Is the VE.Direct TX digital output cable basically a VE.Direct cable with the GND and TX wires made available or is there any other electronics involved?

Yes, there is a buffer inside. The Tx pin which is primarily designed for TTL communications would not have enough drive current on its own. The cable has a circuit to buffer or boost the signal.
