On the VictronConnect screenshot it is charging so the AC IN must be accepted by the Multi.
I'm from Germany so I'm not so familiar with split-phase but on ground/PE to neutral you shouldn't have any voltage like in the video. Ground/PE to neutral should be 0V, Ground to L1/L2 should be 120V, neutral to L1/L2 should be 120V and L1 to L2 should be 240V.
I guess there is a wiring issue somewhere at the input.
