this depends on the electrical settings on your boat - so its not a one or the other is correct or incorrect
normally you should keep the two grounding sections isolated ie the incoming Power from the outgoing powers ground.
whether you tie the outgoings neutral to ground is dependent on your systems in place - ie if you have a multiplus upstream then this has a inbuilt grounding relay - so in this case NO - but if you dont and there are NO other neutral to ground links upstream then - maybe - Its up to your electrician - to make that call, ( and then some places/countries have no neutral to ground requirements.
I have a 50A RV 5th Wheel and the AT will be wired direct from the generator to the transfer switch; I have stacked MP's (programmed in spit phase) and AT will take the single phase from the generator to a spit phase to utilise the full available capacity (~ 46 Amps). With this in mind, the neutral to ground will be created in the AT.
