new victron 12/12/30 running 4 guage wire 20 ft looked at chart but not sure about the fusing says 60 a is that for both fuses?

Yes if you are fusing both the input and the output. I would use a 40A fuse on the input though, and not fuse the output if the cable is not very long. depends on the risk of cable damage that could cause a short.
