I just bought a Victron MPPT 100V 20 amp 12/24/48. I am planning to use it with a 12V Lithium battery.
The manual says Nominal PV power is 290W.

My Solar panel is 180Watts (total)
Does "Nominal" 290Watts mean the controller requires a minimum of 290watt solar panels?

In this case 'Nominal' means a typical maximum power that can be output. Charge V is used to work it out, and I think 14.5V is the chosen max (12V system), but there can be some rounding off involved in the published figures. This may only happen once a day, in the instant that Absorb V is first reached.
So it's indicative only of what you might be able to achieve, and has no real bearing on what you design in. Wattage isn't really used in design anyway, it's all about Volts and Amps when choosing and stringing panels.
